If you wish to coat your vinyl figures in one solid color you should spray on a coat of acrylic paint in the same manner as you applied the primer.
If your vinyl surface is clean the paint or primer will adhere to the vinyl rather than the dirt and you will have a longer lasting finish.
Don t use enamel unless you use a base coat of acrylic first.
Oil paint can cause the vinyl in plastic toys to deteriorate over time and is generally better suited to metal components while enamel is rarely a good choice because it tends to not fully dry when used on plastic resulting in the paint being sticky to the touch.
For plastic and wooden toys your best bet is either hobby based acrylic paint or lacquer paint.
