However if you can t remove the old surface or otherwise decide to install over it lay a backer board with thin set over the old surface to serve as your new subfloor material.
Screw or nail 1 2 cement backer board on top of the vinyl while the adhesive is still wet.
Before you lay any sort of tile whether it is stone ceramic or peel and stick vinyl you must prepare your concrete floor to ensure that the tiles will go down properly and stay where they re.
All of the movement in concrete is transferred to the tile.
However some people prefer to add another thin layer of subflooring between the concrete and vinyl.
The concrete floor must also be free of cracks or the vinyl tile will eventually sag into the gap.

When not to tile over resilient flooring even if the resilient flooring is suitable the subfloor and joists making up the floor structure must also be in good condition and have minimal flexing and deflection.
You can also tile over vinyl tiles that are glued down if none of the tiles are loose or curling up.

So technically if you are installing vinyl plank flooring onto concrete you already have a subfloor.
Cracks in concrete immediately become cracks in the tile.
Apply thin set adhesive to the vinyl flooring with a notched trowel.
